This publication summarizes ODI's contributions to the debate on the establishment of the EU Platform for External Cooperation and Development. Among others, those contributions analyze the following: what are the benefits of blending (blending means the combination of grants and loans in development financing); do loans and grants have differential trade distortionary effects; what are the optimal governance arrangements for the EU blending facilities.
