This study discusses the potential for electoral violence during the pre and post-election period in Timor-Leste. Following a detailed contextual analysis, the report explores key conflict dynamics in Timor-Leste, looking in particular at issues of multiple identity and the risk of rapid escalation of personal or localised disputes. The final section of the report provides detailed recommendations for policy and programming. The author concludes that there are considerable unresolved issues and underlying drivers of conflict that increase the possibility of election violence.
