This report summarizes the proceedings and main findings of a seminar held in 2000 with the subject "Preventing Violent Conflict — The Search for Political Will, Strategies and Effective Tools". The contributions consider the factors that affect the international willingness to undertake conflict prevention and identify ways of overcoming the gap between early warning and early action. The significance of leadership for the development of an international culture of prevention is one of the central themes.
