The present work shows that insights from studies on adaptive capacity and adaptive governance can also be drawn from the field of disaster risk management. On this line, the conditions that are required to build the adaptive capacity of institutions dealing with disaster risk management in Kyrgyzstan are assessed by recurring to qualitative expert interviews. These are combined with a presentation of some of the initiatives that have been put in place to ensure the participation of the public and civil society in disaster risk management. In conclusion, and facing the fact that the overall adaptive capacity of the system for disaster risk management is still very low due to a number of institutional barriers, some recommendations on how to best address them in the future are proposed.
