This work identifies the main barriers to successful water governance in Kyrgyzstan. The author tries to understand why decentralization and integrated management has somehow failed to live up to its potential in terms of making water use more sustainable and effective. The study is based on a number of expert interviews that have been conducted in the country between September and November 2011, coupled with an assessment of the existing policy and legal frameworks that govern the current water system.
