This paper defends the discourse on hybrid political systems while applying it in the post-conflict context of southern Kyrgyzstan. The paper aims to answer the following questions: First, who are the actors involved in local governance? Second, how do they differ in capacity and legitimacy? Third, how do they interact? The author concludes that a strong cooperation of all realms of local governance is essential for a framework that has the capacity to resolve disputes non-violently.
