This paper examines how the civil society and the state can help to prevent inter-ethnic conflicts. The author addresses the following questions: i) What causes inter-ethnic conflict in northern Kyrgyzstan? ii) How can civil society play a role in conflict prevention? The author concludes that NGOs are not the only actors capable of contributing to conflict resolution; civil society as a whole can develop useful activities that can be part of daily life within communities.
