This paper examines Japan-Central Asia relations since the early 1990s. The author contends that Japan cannot create positive relationships with Central Asian countries by economic means alone and needs to play a more active role in cultivating close relations with these countries. The Central Asian countries have a strong desire to learn from Japan’s experience. The author advocates frequent dialogue and discussions, in which Japan could provide intellectual know-how where appropriate, in order to further mutual understanding.
