This report discusses labor migration policy in Central Asia. It argues that even though the region has some favorable freedom of movement conditions for workers, the states are rather passive in the field. Given the difficulties Central Asia is facing with regional integration, the author advises that the Central Asian states should move towards the creation of bilateral management of migration flows.
