This article explains the political development strategies adapted by Uzbekistan focusing on their relevance to political culture. It particularly, it discusses the implications of political reform on the Parliamentary Elections held on December 26, 2004. The author defends a strategy of gradual political development which could prove to be the answer to modernization in regions experiencing serious geopolitical stress. Faster strategies of political transformation, he argues, can create serious backlash not least in the volatile Caucasus region.
