This working paper looks at the causes of the successful development of the American University of Central Asia (AUCA) in Bishkek, Kyrgyzstan. After having identified the determinants for AUCA's success, the paper examines whether a similar American-type university could be created in Turkmenistan. The paper concludes that an AUCA-type institution will not currently work in Turkmenistan.
