This monograph assesses the prospects for more extensive cooperation between East Asian states in various non-traditional sectors of security. It examines the views of several regional powers and of the Association of Southeast Asian Nations (ASEAN) on functional cooperation within their region. The authors suggest that functional cooperation, while not without its own difficulties, could prove indispensable to realizing East Asia's collective aspirations for prosperity, security, and order.
