This monograph addresses Asian countries' theoretical ability to respond to the emergence of a deadly infectious disease, a pandemic. It examines the countries' preparedness, the ability of a response plan to have effects on a local level, gaps in planning, a framework to determine the effectiveness of these plans, the role of societal actors, and prospects for enhancing these disaster scenario plans. The authors seek a better understanding and assessing capability of the capacity of Asian states and societies to manage transnational threats, while also contributing suggestions as to the development of crisis management mechanisms in the region.
