This publication looks at ways the EU can maintain its flagship projects such as the eurozone and the Schengen passport-free travel area. These projects have reduced obstacles to free movement. They have also left an immobile subsection of the population increasingly worried that more mobile elites will emigrate and abandon it to face national economic decline and debt liabilities alone. The authors argue that if governments are to convince their people of the need for painful reforms to shore up the euro and Schengen areas, they must ensure that all sections of society feel the benefits of mobility.
