This discussion paper examines the links between various interventions in Afghanistan and scrutinizes 'theories of change' that underpin these interventions. It also looks at poverty-related issues and the delivery and distribution of aid in the country. According to the author, there is evidence that access to basic services funded by aid money has improved and measurable progress has been made in access to basic health and education. On the other hand, major concerns over education quality persist.
