This paper examines the emissions trading scheme legislation passed by the South Korean parliament in May 2012. After presenting the legislation, the author discusses the obstacles to implementing the legislation. The author argues that the effectiveness of the scheme will be determined by the extent to which these obstacles can be overcome.
