This report describes how countries around the world are moving towards universal health coverage. The authors contend that this approach enhances the affordability and access to medical care. Through an examination of different cases and the effects of universal coverage, it is argued that risk-pooling is essential for affordable access to medical care in poor and emerging-market countries.
