This report proposes applying Cash-on-Delivery (COD) Aid as a new incentive mechanism for tobacco control in low- and middle-income countries. This is motivated by the observation that tobacco use is increasing in many developing countries. Cash on delivery aid focuses financial incentives towards outcomes. The authors discuss how to identify the right indicators of success, how to select an appropriate target country, and how to find donors for such a model. Finally, the feasibility of implementing such a COD Aid pilot project in Uttar Pradesh, India is evaluated.
