This commentary examines the role of the military in national counterterrorist efforts. The author explains that, at first glance, it makes sense for governments faced with a need to combat terrorist organizations to call in the military. However, he argues that a number of potential problems arise when using the military in counterterrorism, not least because there is a fundamental difference between the principles of counterterrorism and the principles of war that military organizations typically apply.
