Though there are international mechanisms in place that impact the global arms trade, there has never been a legally binding universal mechanism that could regulate this trade. This paper traces the evolution of the Arms Trade Treaty (ATT) leading up to the negotiations in the United Nations and assesses India's position on the treaty.
