This briefing outlines a plan to execute the International Criminal Court (ICC) arrest warrants against commanders of the Lord's Resistance Army (LRA) in Uganda and bring the long conflict to a close. The authors argue that the US, UK, Norway, and the Netherlands, together with other ICC supporters and the UN, must work with the Ugandan and other neighboring governments to fashion a comprehensive conflict resolution approach that integrates both military and non-military elements. The LRA insurgency is in its twentieth year with no end in sight. The rebels' new tactic of ambushing vehicles, including those of aid agencies, has worsened the humanitarian situation in northern Uganda.
