This commentary notes that despite repeated calls since 9/11 for effective and efficient investment in security, the US has instead relied on the institutional structures and processes of the past. The past decade has been characterized by the politics of fear. Not the fear instilled by terrorism alone, but fear in all other areas. From all parts of the political spectrum, voters have been urged to fear the opposition, Washington, multinational organizations, other religious beliefs, thus unwittingly playing into the hands of the terrorists that are supposed to be combated.
