This paper examines constitutional reform in Bosnia and Herzegovina and its relation to the country's path to membership of the EU. It says that the European Court of Human Rights ruled that Bosnia's constitution violates the European Convention on Human rights as it restricts access to membership of the country's parliament and presidency to Bosnians, Croats and Serbs. The EU has said it will only open talks about Bosnia's entry to the Union if the constitution is reformed. However, the author argues this is no simple task for Bosnia as it will require the reopening of the Dayton Peace Agreement which ended the 1992-1995 war.
