This report surveys the most important security institutions in Kosovo, both providers and oversight bodies, and highlights the opportunities and challenges that lie ahead in their development. The report's main focus is on the causes of the current deficit in the civilian oversight of security institutions, contrasting current arrangements with those of recent history. It concludes by highlighting priority areas that must be addressed if democratic governance is to be enhanced in Kosovo.
