This paper looks at ASEAN-India relations since the Indian government initiated its Look East policy in the early 1990s. Initially the relationship was mainly economic, but the subsequent government added a security dimension. The 2004 ASEAN-India Partnership for Peace, Progress and Shared Prosperity agreement envisaged a multifaceted program of cooperation, but the implementation of the Action Plan has not been satisfactory. The author argues that for ASEAN-India relations to be elevated to a strategic partnership, new impetus is needed.
