This paper reviews existing evidence on the poverty, livelihoods, food insecurity, access to basic services, social protection and aid and governance in conflict-affected northwestern Pakistan. The authors argue that the complex linkages between human, regional and state factors in the region, as well as the spill-over from larger global security processes, make it difficult to address these different aspects of security in isolation.
