This paper examines whether US President George W. Bush was justified in claiming during a February 2006 speech, that the US is "winning the war on terror". The author describes the US government's lack of counterterrorism cooperation with other countries, especially Indonesia and other Southeast Asian nations, and concludes that it has backfired profoundly. He also concludes that the US still has many battles left to fight in the war on terror.
