This report examines the risks inherent in determining Kosovo's final status. Analyzing the development process to date, the report argues that the inclusion and representation of minorities in central institutions and Kosovo's independence is of crucial importance for ensuring lasting stability and development. The report makes various recommendations on what the different parties - the Kosovo-Albanian, Kosovo-Serb, and Serbian negotiators, plus the Contact Group, the European Union and the UN - should do next. Special attention is also given to the role of UN Special Envoy Martti Ahtisaari.
