This research paper argues that state actors and international organizations would benefit considerably from reassessing the potential of international non-governmental organizations (INGOs) in contributing to official policy by dealing directly with armed actors. Funding from state actors and international organizations remains an important contribution to INGOs’ work. State actors should maintain these contributions to individual projects but should also consider giving specific INGOs more general financial support.
