The "Arthashastra" by Kautilya, a renowned treatise on statecraft, shows that the ancient Indian system of governance was quite contemporary in how it dealt with corruption. The text also raises a troubling question, though -- If corruption has endured and been accepted by people throughout history, what is it that has stopped governments and administrative systems from eradicating it? This Issue Brief attempts to answer the question.
