This paper examines the criminal nature of Russian law enforcement. Specifically, it highlights the case of Alexander Bastrykin, Russia’s chief investigator, who threatened to kill a Russian journalist, and the case of Lt. Col. Dmitri Pavlyuchenkov, head of the Operational Surveillance Department of the Russian Interior Ministry for the city of Moscow, indicted for complicity in the murder of investigative journalist Anna Politkovskaya.
