This report presents the case for urgent private and public sector attention and action to implement priority communications at the international level. It argues this based on technologies that have proven effective on the national level, sound business fundamentals, international standards and security considerations. The report further calls upon both the private and the public sector to step up to new leadership roles and take new steps, with specific commitments presenting in the report's four recommendations. These pertain to the championing of robust international communications, due diligence for modern international crisis managements, network provisioning of priority international communications, and technology deployment leadership.
