This paper argues that the United States and China have common cyber technology and policy concerns that could serve as a foundation for further diplomatic exchanges and cooperation. As first steps in this process, the paper recommends 1) a joint study on both countries’ critical information infrastructures, 2) including China in the G-8's 24/7 Network of Contacts for High-Tech Crime, and 3) reaching a common understanding of what constitutes cyber espionage.
