This paper addresses the energy deficit issue in India and Pakistan, and suggests that energy trade could in principle play a constructive role and become a catalyst for a more productive regional cooperation between Central and South Asian countries. Due to its major importance, energy trade might even mirror the positive spillover effect of the European Coal and Steel Community, created in 1951, which laid the foundation for the European Union and contribute to a mutually-beneficial relationship between India and Pakistan.
