This paper focuses on Europe's evolving cyber security policy. While the policy’s developers are trying to establish minimum European Union standards in the cases of prevention, resilience and international cooperation, they also aim to foster broad-based security without compromising democratic principles or limiting individual liberties. Finding a balance between these goals will not be easy, the paper concludes.
