This report highlights and examines key priorities for the 2006 Review Conference for the UN Program of Action (PoA) to Prevent, Combat, and Eradicate the Illicit Trade in Small Arms and Light Weapons (SALW) in All its Aspects. It particularly focuses on identifying realistic and potentially negotiable objectives for this conference. The authors specify three main purposes of this conference: the review of the progress made towards implementing the PoA, the consideration of further agreements and measures to strengthen and promote the implementation of the PoA, and the consideration of further commitments and programs that may be needed for effective international action. This report also points out that the gaps in the existing PoA have to be addressed in order to enhance the program's impact on problems of SALW trafficking, proliferation, and misuse.
