This report examines the efforts of the European Union to address tensions over Nagorno-Karabakh, Abkhazia, and South Ossetia. It does so by pointing out that, to guarantee its own security, the EU must become more engaged in resolving the conflicts in the South Caucasus. Although the EU has become more of a security actor in the region since 2003, the authors emphasize that the organization needs to enhance and reposition itself by increasing political visibility. According to this report, the EU's ability to provide incentives and apply conditionality should grow as the EU gives more aid and can offer added value to the three regions compared to other actors.
