This policy brief sheds light on the figure of Muhammad Tahir-ul Qadri, a maverick Mullah in Pakistan whom many see as a harbinger of change. According to the author, Qadri managed to catapult his own political party as the principal interlocutor of the ruling PPP. But far more importantly, his moderate Sufistic Islamic force has recaptured the ground from the Al-Qaeda type extremists.
