This report seeks to inform policymakers of the aims, scope and changing dynamics in the complex and evolving defense and security relationship between Kazakhstan and Russia. This relationship is far more extensive than Kazakhstan's relations with the North Atlantic Treaty Organization (NATO) or its member states. The author also questions Western views that Russia's role in defense and security is on the decline. The author concludes by examining the implications for the Kazakhstan-NATO relationship.
