This essay investigates the impact of stronger intellectual property rights (IPRs) on technology transfer (TT) across developing nations. It argues that such impact is highly dependent on structural specificities of the transferee-country, such as technological capabilities and institutional quality. The provision of more stringent IPRs in itself cannot compensate for structural deficiencies to promote TT.
