This briefing assesses the peace process in Aceh, and identifies what needs to be done to help solidify the August 2005 accord between the Indonesian government and the Free Aceh Movement (GAM). The authors outline that the problems include differences between Indonesia's central government and Aceh over the concept of self-government as well as efforts to divide the province. Employment needs for returning GAM members and oversight of funding for reintegration programs also constitute issues of prime importance. Finally, this briefing highlights the postponing of the local elections until late June 2006 and, accordingly, the role of the European-led Aceh Monitoring Mission after the expiration of its term, as major difficulties.
