This paper explores the role of the European Union in the post-2014 negotiations for a new framework for development. To establish a basis for discussing the post-2014 framework, it starts by recalling and analyzing the shape, content and process of developing the existing Millennium Development Goals. It subsequently explores the emerging positions of the OECD and EU members, the global South and the G77, and global civil society.
