Changes in European defense market legislation benefit European states with strong national defense industries at the expense of smaller nations. Examples include a decrease in transparency in government procurement for security reasons, and the elimination of offset requirements for government procurements of arms. The authors argue that this latter change will particularly damage Finland as it lacks a a comprehensive defense industry. The authors rationalize that these changes are occurring to protect the more developed national defense industries in the EU. They recommend that the Finnish defense industry to find and utilize new market opportunities. Networking with the European system integrators and sub-contracting chains will be of paramount importance.
