This publication offers a basic introduction to the UN Convention Against Torture Optional Protocol. It addresses the history, concept, negotiation and adoption of the treaty, and expands on the content of each article, including the significance and background of some of the provisions. The authors also illustrate the potential impact of a system of regular monitoring of detention facilities, by describing the two main mechanisms established by the Optional Protocol at the international and national level. Finally, the last chapter identifies potential key actors and suggests actions for the ratification and implementation campaigns.
