This commentary analyzes the North Korean decision to challenge the international community by conducting missile and nuclear tests. The author argues that the UN Security Council sanction-based strategy has failed to limit the nuclear escalation of Pyongyang. For this reason he suggests a different approach in which China, and not the US, plays a major role in negotiating with North Korea. He claims that only a Chinese ultimatum can succeed in stopping regional nuclear proliferation.
