This paper analyzes NATO's policy guidelines on counterterrorism. While the authors' overall judgment on the policy guidelines are positive, he also thinks the guidelines represent only a necessary first step into a new era of NATO counterterrorism engagement. The challenge ahead for NATO policymakers is to define an Action Plan that not only implements the guidelines, but also addresses NATO's cooperation with the EU, difficulties of NATO's policies and structure related to the issue of terrorism, and the need to link NATO's broader efforts with Allies' homeland security.
