This paper argues that India’s growing power in the Indian Ocean, combined with its strategic weakness in the Asia–Pacific, has wider implications for Asia–Pacific security. In relation to this, the authors specifically addresses the restraints on India’s security strategy and the limits to its strategic reach; its ambitious goals in the Indian Ocean region; and its emerging role in shaping the geostrategic structure of the Asia–Pacific region.
