In July 2012, a diplomatic conference gathered to reach an agreement on the proposed Arms Trade Treaty (ATT). In March 2013 a second conference will gather to discuss the ATT. In this report the authors examine the effectiveness of the draft treaty and how it could be improved. They conclude with a number of recommendations: that the treaty control not only weapons but ammunition, parts and components; that the treaty implement provisions to ensure the public reporting of all arms transfers by member states; that the entry into force requirement be lowered from 65 nations to 30.
