This paper examines the impact that Tamils living in India have on the relations between China and Sri Lanka as well as India's security situation. It suggests that Tamils in India, motivated by animosities over the rights of Tamil's in Sri Lanka, are complicating New Delhi's relations with Sri Lanka. At the same time, China has deepened its relations with Sri Lanka as it seeks to strengthen its access and naval capabilities in the Indian Ocean. The paper concludes by listing a number of possible responses India could take to address the situation.
