This paper explores the extent to which the EU is equipped with the policy, institutional and financial mechanisms to engage in the new global landscape and address global public goods. It analyzes the performance of the EU in international fora and the constraints the EU faces in global decision making. Finally, it sets out a five-point action plan for the EU to bridge the gap between rhetorical commitment and practice in global governance.
